John is Vice President of Specialized Engineering Programs for the DoD Division at Oasis Systems. John has broad responsibilities for management of specialized test facilities and marine operations, including profit and loss responsibilities, customer engagement, strategic planning, and portfolio development.

John brings 40 years of Engineering, Marine Operations, Strategic Planning, Program Management, Special Programs and Business Development experience to our clients.  He retired as a Captain after a 28-year Navy career that included a series of command and leadership positions culminating in command of a squadron of six nuclear submarines, their support ship and related shore infrastructure. He has fourteen years of private sector experience including positions in Program Management and Strategic Planning for Oceaneering International and Special Programs Business Development for Northrop Grumman Corporation.

John received his Bachelor’s degree in Mechanical Engineering from the U.S. Naval Academy and earned a Master’s degree in National Security Studies from the Naval War College. John is located at the Rockville, MD office. He and his wife, Cynthia, reside in Ellicott City, MD and have two adult children.
